PROTECT VETERANS BENEFITS FROM BUDGET GRIDLOCK

AdvanceAppropriationsLandingPageImageImagine trying to run a large business or organization without knowing what level of funding you will receive each year or when it will arrive. This is the unfortunate situation VA officials have faced 22 of the past 25 years when Congress has failed to pass a budget on time.

As a result of political wrangling, VA officials are forced into an annual ritual of not knowing, often for months on end, when or how much funding they will receive to manage essential operations such as claims processing, medical research and national cemetery burials.

Veterans are put at even greater risk when budget gridlock forces a government shutdown. Not only can a shutdown force the VA to delay and suspend many critical services, it can also delay  mandatory obligations, such as disability compensation and pension payments, for veterans, their families and survivors earned through service.

It’s time to stop using our nation’s veterans as a political football in Washington.

Make VA’s Entire Budget Timely and Predictable

To protect veterans, we need to shield all of VA’s programs, benefits and services from Washington’s political budget battles.

In 2009, DAV successfully championed the passage of legislation to protect VA’s medical services from political gridlock. The solution authorized Congress to appropriate VA’s medical care funding one year in advance. President Obama called advance appropriations “common-sense reform” that “promotes accountability,” is “fiscally responsible,” and does not “add a dime to the deficit.”

Now, we are working to ensure the rest of VA’s operations receive a timely, sufficient and predictable budget through advance appropriations.

Putting Veterans Funding First Act

Fortunately, we have broad, bipartisan support in Congress for the Putting Veterans Funding First Act of 2013 – a bill that would extend advance appropriations to all of VA’s programs, benefits and services.

The bill was overwhelmingly approved in recent votes taken by the House and Senate Veterans’ Affairs Committees. However, the bill cannot move to the White House for approval until it is passed by the entire House and Senate.

Leadership in both chambers of Congress supported advance appropriations when it passed in 2009, and we need them to work together now to  bring this legislation up for a vote and send it to the President to sign it into law.

It’s time to take veterans out of politics.
