A key House subcommittee approved legislation in July that would create a new “fully developed appeals” (FDA) pilot program that could reduce the time for appeals to be resolved. The FDA proposal was developed by a DAV-led coalition of veterans service organizations working together with congressional staff, the Board of Veterans Appeals and the Veterans Benefits Administration (VBA).
The Express Appeals Act (H.R. 800) would empower veterans whose claims for disability compensation were denied to submit new evidence to support their appeals directly to the Board of Veterans Appeals, rather than requiring further administrative action by the local VBA Regional Offices. H.R. 800 will now go to the full Committee for their approval, expected later this month.
